actually, it's the one big plastic peice that holds the "bottom hat" on the shaft as well as holds the top hat (while in the clutch)
Yeah, that piece is okay to be plastic. I mean, mine is, so it's obviously the best material for the job for anyone. Your clutch shouldn't be resting on it, though.
You have it assembled right? Metal, felt, cymbal, felt, metal?
Like this:
If the clutch is put together right and the cymbals are placed properly, the clutch won't touch the plastic thing because the bell shape of the cymbal prevents it from getting close enough.
