I can get pretty close with my SoulBender fuzz, a good bit of delay, and the tone control on the guitar rolled most of the way off. The SoulBender is Fulltone's version of the Tonebender Page was using around that time, it's a high-gain germanium fuzz with a pretty distinctive sound. Other similar pedals are the MJM Britbender and the Prescription Electronics Yardbox. Apparently he really cranked a small Supro amp in the studio on that album, I'm sure that had alot to do with it too

Page also used a Leslie which he drove with the mixing board for more distortion. Can't remember which songs he said he used this method on, but I believe "You Shook Me" was one.

You should have a listen to Jeff Becks version on the Truth album with Rod Stewart as well as he gets a great sound on that whole album.
