I have an MXR Phase 45. It works in bypass mode, but the effect does not work. It's just dead when I switch it on. Can anybody tell me how a total technophobe like myself can fix this thing? If I need to send it for repair, I will, but I'm cheap.

try removing one electrolytic cap at a time and test it to see if it good or not. A blown electrolytic will cause the effect to cease in it's function and the most likely culprit to your pedal's woes. Make sure you pay attention to orientation of the capacitor and replace with like value.
